About the Role & Mission:

WHMO is seeking an enterprise technology leader to support ongoing modernization initiatives. In this role, the prospective hire will modernize fixed and mobile capabilities to ensure seamless, secure communication between the White House and Heads of State. In doing so, the future position holder will integrate robust cybersecurity and enterprise architecture into forward-looking technological roadmaps for our nation's most critical systems.


About the Hiring Agency:

The White House Military Office (WHMO) provides essential support to the President of the United States. It is comprised of several key components, including Presidential Continuity, Presidential Communication, Airlift Operations, Medical and Operational Support. This position will support the White House Technology office within WHMO. This office is responsible for directing the operation, maintenance, and security of information systems and ensuring secure, reliable, and presidential-quality communications.


The Role in Action:

Lead Network Modernization: Plan and execute enterprise network modernization initiatives supporting presidential-grade, mission-critical communications.

Architect Technical Solutions: Design robust network, cloud, and virtualization architectures that maximize system resiliency, performance, and uptime.

Drive Technology Evaluation: Assess emerging hardware, software, and engineering practices to integrate state-of-the-art capabilities.

Serve as Senior Advisor: Provide executive technical guidance, manage operational and engineering risks, and coordinate multi-agency integration.

Strategic Architecture: Proven ability to integrate cybersecurity principles and enterprise frameworks into large-scale IT modernization plans.

Collaborative Leadership: Strong communication skills with the ability to advise senior executives and coordinate across multi-agency teams.


Qualifications:

You may qualify at the GG-14 level, if you fulfill the following qualification requirement:

Enterprise Network & Systems Mastery: Proven track record designing, administering, and optimizing complex, mission-critical network architectures (Cloud, Virtualization, OS, Routing/Switching).

Technology Evaluation & Risk Management: Skilled in evaluating emerging tech, assessing operational risks, and resolving complex systems challenges.

Federal Policy & Compliance: Knowledge of Federal IT mandates, Executive Orders, and security policies to architect compliant enterprise solutions.

Resilient Solution Design: Ability to apply sound technical judgment to deliver secure, interoperable, and highly reliable enterprise systems.


You may qualify at the GG-15 level, if you fulfill the following qualification requirement:

Strategic Network Leadership & Modernization: Track record of directing, modernizing, and governing enterprise-level IT and network capabilities supporting highly sensitive, mission-critical missions.

Comprehensive Infrastructure Expertise: Advanced mastery across cloud computing, virtualization, storage, OS, routing/switching, and emerging technologies to solve complex engineering challenges.

Federal Policy & Framework Innovation: Ability to interpret Federal IT mandates, Executive Orders, and DoW directives to pioneer compliant solutions where established precedents do not exist.

Emerging Tech & Risk Mitigation: Proven skill in evaluating next-gen technologies and technical alternatives while proactively managing operational risk.

Resilience & Continuity of Operations: Strong technical judgment in architecting systems that deliver uncompromising reliability, security, interoperability, and continuity of operations.


Conditions of Employment:

Must be a U.S. Citizen or national.

Selective Service registration if a male born after December 31, 1959.

Requires a Top Secret (TS) security clearance based on a T5 Background Investigation and eligibility for access to Sensitive Compartmented Information (SCI).

The applicant must be pre-screened, approved for, and maintain a Presidential Support Duty suitability to hold the position.

This is a Testing Designated Position. The incumbent must refrain from illegal drug use and may be required to submit to urinalysis.

The position may require occasional travel away from the normal duty station on military or commercial aircraft, as well as some local travel.

A three-year trial period may be required if not previously completed a trial or probationary period in the excepted or competitive service.


Cyber Excepted Service (CES) Information:

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. § 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment. This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.

Because this position is in the Cyber Excepted Service, Veterans' Preference will be applied to preference eligible candidates, as defined by Section 2108 of the Title 5 U.S.C. in accordance with the procedures provided in DoD Instruction 1400.25, Volume 3005, "CES Employment and Placement."
